The idea sounds like Apple trying to keep the system from hitting the same problems that other PC's have. If your Apple gets bogged down with all the stuff that a PC dose and it slows preference then you blame the system, Not the sites that seeded your machine with mail-ware, spy-ware and other such problems. Its one of the arguments of why it is that Steve Jobs hates Flash Player.
If every one could use Flash on their iPhone/iPad then they go and run into tens or /hundreds of out of date or badly coded flash programs. The angry users would blame Apple for the lousy product not the person who made and/or didn't keep the Flash Program up to date.
